The clubs core philosophy is embodied in an understanding of the history of the community. It clearly understood the struggles of ththe 1990´s that saw a growth in petty crimes that affected both tourist and residents sought to tarnish the name of the community. This period coincided with the establishmenht  of the community policing unit and provided a meanmeans to harness the energy of the youths and channeling their positive energies towards the development of the safer community concept. The Roxborough Police youth Club therefore see youths as key factors that contribute to the development of the community and are themselves at the center of that development. The needs, situation, achievements, talents, issues and challenges of the youths therefore from the basis of the operations of the organizatioorganization.
