The Youth Club, inaugurated on Friday 23rd November 1990, was founded through the initiatives of dedicated individuals, including Police officers, teachers and community leaders. Recognizing the struggles of the 1990s, marked by a rise in petty crimes affecting both tourists and residents, the club emerged to address these challenges.
The emphasis of the club then was on fostering discipline among its members as well as exposing members to socio- cultural, educational, sporting and religous activities and ensuring the productive use of leisure time.
This period coincided with the establishment of the Community Policing Unit, providing a means to harness the energy of the youth and channel their positive contributions to the community.

The Roxborough Police Youth Club therefore sees youths as key factors that contribute to the development of the community and are themselves at the centre of that development. The needs, situation, achievements, talents, issues and challenges of youth therefore form the basis of the operation of the organization.
